They may be females, but they’re sure not gentler.

The NYPD’s “Operation Crew Cut,” which investigates loosely affiliated street gangs, has seen an increase in female involvement, cops said.

 

“Weve been seeing that trend for the last couple years,” Chief of Department Philip Banks III said Monday. “These females have been becoming a lot more actively involved.”

 

“All of our ‘Operation Crew Cut’ is aware of the female involvement and were targeting that element,” Banks said.

 

Banks made the comments during a press conference at NYPD headquarters where Police Commissioner Raymond Kelly announced that homicides among victims 13 to 21 years old dropped 50.6%, from 87 to 43 through Nov. 24. 

 

He attributed the decrease so far this year to the NYPD’s “Operation Crew Cut” which started in October 2012 to go after “crews” that were responsible for shooting up city streets.

 

He and the Brooklyn district attorneys office announced the indictments of 20 suspects responsible for street crew violence in Brownsville. The charges include murder, robbery, assault and weapons possession, Kelly said. 

 

Seven of the 20 indicted were women, Kelly said.

 

"Detectives have found that girl on girl crime by crew members is vicious and growing more dangerous," he said.

 

The females who were indicted were all part of a crew called ATC “Addicted to Cash.”

 

The crew has a female contingency known as 180 ATC. Police believe the 180 is related to a building number.

 

One 13-year-old female was attacked with an ice pick, a bat and a golf club Aug. 16 in the Marcus Garvey Houses for refusing to help a group of 180 ATC members who were looking for a rival, cops said. 

 

The straight-A student was “pummeled” by the gang members, Kelly said. A 15-, 16- and 17-year-old were indicted for gang assault in the case, cops said.

 

In another case, a crew member known as “Pretty Diana,” 14, was arrested Aug. 11. with a loaded .22-caliber revolver in her purse. 

 

Kelly said most of the disputes the young gang members were involved in revolved around “turf wars.”

 

“Basically, it’s turf,” Kelly said. “In some locations, it’s the front against the back.”

 

He said police and prosecutors have conducted 25 investigations throughout the five boroughs resulting in more than 400 crew members indicted since “Operation Crew Cut” began.

Empowering witnesses of gang crimes to break the unwritten code of silence and help restore order to their community.

That’s the intent behind the Gang Crime Witness Protection Act, a bill signed earlier this month by Gov. Pat Quinn.

House Bill 1139, sponsored by Rep. Emanuel Chris Welch, D-Westchester, and Sen. Patricia Van Pelt, D-Chicago, enables the Illinois Criminal Justice Information Authority to establish a Gang Crime Witness Protection Program to assist those who are actively aiding in the prosecution of gang crimes.

The program will reimburse counties for the assistance they provide victims and witnesses, including temporary living costs and moving expenses.

“This legislation will empower people who might be afraid to testify against members of organized crime regimes,” Van Pelt said in a news release. “If witnesses are willing to tell the authorities everything  they know about criminal activity, they can help stop the violence that is rampant in our communities.”

Winnebago County Deputy State’s Attorney Marilyn Hite-Ross said the safety of witnesses is a priority in prosecuting gang crimes.

“For all of our witnesses, we try to provide guidance and safety with the limited resources that we have,” she said. “Hopefully, this will enhance our efforts to do that.”

Boone County State’s Attorney Michelle Courier has made a reputation for herself among law enforcement and area gangs for invoking a seldom-used state law, the Illinois Street Gang Terrorism Omnibus Prevention Act. The 1993 law prohibits gang members from associating with each other in public and allows police to arrest them when they do.

Courier said the newly signed Gang Crime Witness Protection Act will be another useful tool for her office to prosecute gangs.

“It serves a legitimate purpose to protect individuals,” she said. “In the right case I’d be willing to use it.”

The Gang Witness Protection Act was one of two bills aimed at curbing gang violence and signed by Quinn this month.

The governor also put his signature on House Bill 2768, which requires school principals and assistant principals to report any illegal weapons use or possession, or any illegal gang activity, to law enforcement officials. The bill, sponsored by Welch and Sen. Tom Cullerton, D-Villa Park, also requires courts and law enforcement officials to notify school principals when one of their students is detained for illegal gang activity. The law takes effect Jan. 1.

CHICAGO — If the grimly regular tally of shootings provides plenty of grist for both the local and national media mills, the reality of violence in Chicago may be quite different — at least according to a study about to be released.

Crime in the city of Al Capone and John Gacy has dipped to a 40-year low, said Andrew Papachristos, a criminologist and associate professor at Yale University who conducted the research. Chicago officials arent missing their chance to seize on the data and tout the improvement.

This year alone, "Chicago appears to be on track to have both the lowest violent crime rate since 1972, and lowest homicide rate since 1967," he said.

The report, titled 48 Years of Crime in Chicago, examines the crime trends in the city. Papachristos noted that while Chicago has long been thought of a bastion for criminals, it in fact ranks 19th in violent crime rates among large cities, on par with Houston and Minneapolis and below places like Detroit and St. Louis.

Even in New Haven, where Yale is located, "the rate is higher than Chicago," he added.

The Chicago Police Department reports that there were 483 murders in 2012, a number that has dropped to 392 so far this year. Overall crime is down 16%.

City leaders say the study as proof both that Chicagos gruesome reputation is undeserved and that recent stepped-up law enforcement and social services efforts are working.

"We have more work to do," Mayor Rahm Emanuel told USA TODAY. But "it does show that the things we are trying . . . are having an impact."

The crime dips have been uneven, with some more affluent areas — the largest beneficiaries of recent development — seeing the biggest fall-offs. But the overall trend has generally been citywide.

"More and more mothers, more and more neighborhoods can now enjoy a sense of normalcy," Emanuel said.

Emanuel is pushing what he calls the "Four Ps": policing, prevention, parenting and penalties.

Police Superintendent Garry McCarthy said that while Chicago has the fourth highest level of police per capita of the largest cities in the USA — behind Washington, D.C., Baltimore and Newark — law enforcement is just part of the solution.

"We are backing (policing) with social programs and things that will have a longer-term effect," he said. "We are not just trying to put a Band-aid on the problem."

The numbers, however, are of little comfort to some of those who live in Chicagos tougher regions.

"I have a neighbor who has been robbed twice in the last two years and she has a Rottweiler," said Donna Johnson, whose family has lived in the Roseland neighborhood on the citys Far South Side for 44 years. "As kids in the 1960s and 1970s, we felt very safe running around. As adults, we dont even walk to the store after dark."

Johnson said she has seen "no meaningful improvement" in the last few years: "A police car just drove past my house but that doesnt mean anything."

Still, crime rates have generally been dropping across the USA, a trend that resists explanation by criminologists and others, including Yales Papachristos.

"I dont think it is any one thing," he said. "And it is certainly not tied to economics since crime is going down even as we have a crummy economy. It really has criminologists baffled."

In 2011, there were 2,128 shootings in the city, according to police figures. That number spiked to 2,364 in 2012 but was at 1,756 as of December 8 this year. The overall number of major crimes in the same period of 2011 was 80,527. That slipped to 74,078 in 2012 and to 62,392 to date in 2013.

Papachristos said that the data from 2013 "indicates that the index crime rate will continue to fall, with early estimates suggesting a rate of 4,251 per 100,000, a rate not seen since 1972."

The rate of injury death increased on a continuum from the most urban (49.72 per 100,000 people) to the most rural (73.76 per 100,000 people), which worked out to a relative 22% increased risk in the most rural counties (rate ratio 1.22, 95% CI 1.07-1.39), according to Sage Myers, MD, of the Childrens Hospital of Philadelphia, and colleagues.


The relationship was consistent for people younger than 45 -- a group in which the leading cause of death is injury -- but not among those older than that, the researchers reported online in Annals of Emergency Medicine.

Safety concerns are key with nonsurgical methods, and fat loss is slow to avoid complications such as skin or organ damage. The amount of fatty tissue treated is also limited as a sudden loss of too much fat can cause your body to go into shock. Most nonsurgical lipolysis (fat elimination) treatments are also dependent on the efficiency of the bodys metabolic system, as the treated fat is not manually removed as in surgical procedures, but purged from the body as part of its natural waste elimination process. If you caught your teens texting about “red devils,” “Robo” or “Skittles,” would you know what they were talking about?

What about Snapchat? Ask.fm?

The first three are all slang terms for getting high on cold or cough medicine (yes, teens do that). The second two are social media platforms popular among teens, but also associated with sexting and severe cyberbullying.

Every year, parents face a growing number of threats to their teens’ well-being, many of which they’ve probably never heard of before. But abusing any of them could be deadly.

Local experts say the key is to do your research, don’t be afraid to pry and, most importantly: Talk to your child. Often.

“Parents, be nosy,” said Cincinnati Police Officer Eddie Hawkins, a school resource officer for 16 years and a father. “Lots of times we give kids a little too much privacy. We as adults kind of slacked off in what we do in fear of losing our kids’ friendship. I’d rather say I was a good parent than I was a good friend.”

Parents shouldn’t give up just because they don’t “get it,” said Richard Heyman, a doctor at Suburban Pediatrics in Montgomery who also served as state and national chairman of adolescent medicine at the

American Academy of Pediatrics.

“Parents just shrug their shoulders because they don’t know what these websites are, don’t get the lingo, don’t understand the concept of tweeting and Instagram and Facebook,” he said. “They need to have open, ongoing discussions. The sex talk is not a talk. It’s an ongoing discussion. Use everyday incidents to talk about it.”

Here are some of the risky things that are most popular among teens this year, what to watch for and what to do to protect your child.

Social media sites
Social media may be a great tool to keep up with old roommates or share vacation photos. But teens are finding the dark side of cyberspace, and it may not be in the places you’d think. A few new apps that have popped up recently are causing a stir.

Ask.fm: A social networking site where users can post anonymously. The site has been linked to the suicides of five teens who reportedly had been bullied by others on the site. Most deaths were in the United Kingdom. At least one was in the U. S. — a 12-year-old Florida girl who jumped from a platform at an abandoned cement factory after being bullied for more than a year on ask.fm and other cell phone apps like Kik and Voxter.

Snapchat: A photo-sharing tool in which the images disappear from the recipient’s phone after 10 seconds. The short life span of the images gives it a reputation as a tool for sexting, as well as other dubious behavior like cheating on tests or sharing proprietary information. But it may not be as private as kids think. There are ways recipients can preserve the images, according to recent reports. Wikr and Poke are similar apps.

Other apps or websites popular among teens are Pheed, where teens can live-stream what they’re doing at any given moment, and 4Chan, an online community that allows anonymous posts, opening the door to bullying.

Cyberbullying and suicide
About 20 percent of teens have experienced cyberbullying in their lifetime, according to the Cyberbullying Research Center. Traditional bullying and cyberbullying have been linked as contributors to teen suicide. According to the 2011 risk survey by the Centers for Disease Control, 7.8 percent of teens had attempted suicide in the previous year.

Parents should monitor what their kids are doing online, even if they seem to be OK, and be alert if their child starts to withdraw into their social media world, experts say.

“If your kid is spending less time in general conversations with you and more time in general conversations with their friends or cellphone, if you’re in your car and there’s no conversation going on with you and your child, that’s a problem,” said Hawkins. “When you’re asking questions and getting those one-word answers, be concerned. They’re finding other outlets.”

Heyman recommends parents talk to kids about new sites or apps. Ask if they use them. Watch what they’re doing.

“Put the computer in a public place,” he said. “The understanding should be if I give you the keys to the car, I expect you to call me when you get there. Not because I don’t trust you, but because it’s dangerous out there. If I’m going to give you the keys to the computer, I’m going to monitor. Even though you know more about the computer than I do, it’s my job to keep you safe.”

Teens probably won’t come right out and tell you they’re being bullied, said Hawkins, because they’re ashamed. But they have certain sayings to let you know they’re being bullied, Hawkings said. “ ‘Coming at my head,’ ‘coming at my neck,’ ‘trying to push down on me.’ That’s their way of saying this kid is picking on me.”

Drugs and alcohol
Drugs and alcohol continue to be big risk factors for teens.

According to the CDC, about 22 percent of drivers in fatal crashes (the leading cause of teen deaths) had been drinking. The CDC risk survey notes 38.7 percent of high school students reported drinking alcohol in the 30 days prior to the survey and 23.1 percent had used marijuana.

Teens are abusing other drugs, too – cocaine, inhalants, ecstasy, heroin and hallucinogenic drugs showed up on the survey.

The National Institute on Drug Abuse’s 2012 survey, Monitoring the Future, found marijuana remains the most abused drug by students in grades 8, 10 and 12 followed by Spice/K2 (synthetic marijuana), amphetamines, Adderall, Vicodin and cough medicine.

Synthetic marijuana, often marketed to teens, and abuse of prescription drugs are rising problems.

“One of the things we tell parents is to monitor their alcohol and prescription drugs,” said Mary Haag, president/CEO of the Coalition for a Drug Free Greater Cincinnati. “Keep your alcohol locked up as well as your medicine chest.”

She said most teens do not abuse drugs. But there are warning signs: changes in behavior, lying, a new group of friends or missing school.

Kids are trying drugs at younger ages, and there are plenty of things out there with names parents won’t recognize, according to the medical website WebMD. Experts say keep an eye out for slang terms when your child is talking to or texting friends. For example, teens may combine LSD with ecstasy, something termed “candy flipping.”“Cheese” refers to a mix of black tar heroin and Tylenol PM. Other slang terms are “Special K” (Ketamine, an anesthetic and club drug), “crank” (methamphetamine), “kibbles and bits” (Ritalin, the prescription drug to treat attention deficit disorder).

Sex, texting, violent games
There are still more risks teens face daily. Sex is one of them. The 2011 CDC risk survey reported nearly half (47.4 percent) of students said they’d had sexual intercourse, and 15.3 percent said they had had sex with four or more people. And only 60.2 percent of sexually active teens had used a condom.

Heyman said it’s important to talk frankly with students about sex. Use media spectacles like pop star Miley Cyrus’ infamous “twerking” episode — slang for sexually suggestive dancing — to discuss the issue, he said.

Texting while driving is also a concern. According to the CDC’s Youth Risk Behavior report, in the 30 days before the survey, 32.8 percent of high school students had texted or emailed while driving.

Experts say it’s important to set good examples and strict expectations when it comes to risky behavior, whether it’s sexuality, texting or even playing violent video games.

“You really want to build a good relationship with your kid and stay in their business,” Heyman said. “Don’t let Facebook and text messages and Instagram rule your child’s life. The average kid, they want to be parented. They may resist it, but they do want that structure. At the end of the day they’ll be appreciative.”

torment differ from their face-to-face counterparts? In what ways do the teenagers on the receiving end of these bullying experiences process the experiences? At The Family Institute, an organization committed to strengthening and healing families from all walks of life through clinical service, education and research, mental health clinicians consider these questions as they treat their adolescent clients and their families.

“While social media can serve to augment peer relationships in adolescence, it can also provide a forum for negative exchanges that can be quite hurtful,” says Hollie Sobel, PhD, a Family Institute clinician who specializes in treating adolescent clients and their families.

“Teenagers can’t emotionally process these painful experiences in the same way they do their face-to-face equivalents. There aren’t the same opportunities to work it out online.”

Sobel lists a number of ways in which these online bullying experiences are different from those that happen in high school cafeterias or parties. For example, the victim can’t see the affect on the offender, and can’t see or feel the responses of people who may come to his/her aid, rendering that aid less resonant. Additionally, while there is a lack of authority to step in, the quick pace and lack of personal contact involved in cyber bullying allows for more people to join in the taunting in active ways they may not do in person. Negative statements made on-line are more pervasive than those made in person, with little escape.

“Despite these differences, however, a victim’s level of assertion doesn’t vary whether the bullying occurs online or in person,” says Dr. Sobel, who runs a therapy group for adolescents at The Family Institute in Evanston, IL. “The impact is just as resonant, only these incidents happen in the isolation of the Internet where social support, which is so important for coping, is absent.”

Recognizing these nuances is important to help teenagers cope with cyber bullying. At The Family Institute, Dr. Sobel considers these issues as she provides teenagers with the strategies and skills they need to cope with these experiences, as well as the issues of self-esteem, family relationships, peer pressure, and friendships so common in adolescence.

• Don’t relax your rules just because it’s the holiday season:  Teens still need limits and close monitoring. Expectations may need to be re-negotiated or reiterated for college students returning home.
• Ensure alcohol won’t be served at parties your teen attends:  Check in with the parents of your teen’s friends, even though this may be unpopular with your son or daughter. Also, be available to provide a ride home if something unexpected happens.
• Be aware that unsupervised teens are at risk for alcohol use:  If you leave home for a night of celebration, unsupervised teens may get into your liquor cabinet. Be sure to lock alcohol up and set expectations for having friends over. If possible, have another adult stop by to check in with your child.
• Supervise your own parties:  If you host adult parties in your home and plan to serve alcohol, keep a clear head so that you can supervise any teens who may be present. Make sure that you or another adult is monitoring the situation and keeping an eye on both the alcohol and teens at the party.
• Be sure to lock your medicine cabinet:  Alcohol isn’t the only substance that is easily accessible to teens. Prescription drug abuse among teens is growing rapidly so it is important to keep your medicines locked away, whether you are hosting a party or leavin

• Be a good role model:  Show your kids that you know your own limits, always designate a driver and never let someone drive away from your home intoxicated.

A highly addictive drug whose name derives from the green, scaly sores that develop on users’ rotting flesh was reported to have found a toehold in the United States this week.

In Phoenix, physicians told toxicologists at the Banner Good Samaritan Poison Control Center that they spotted symptoms consistent with krokodil, an intravenous drug that is prevalent in Russia and Eastern European countries, according to a statement released to the Los Angeles Times.

Although toxicology reports have yet to confirm the presence of krokodil, reports in the media sounded the alarm, prompting fascination and speculation.

"The Most Horrifying Drug in the World Comes to the US," said Time magazine. Mother Jones minced no words: "Zombie Apocalypse Drug Reaches US: This Is Not a Joke."

The appeal of news about krokodil (pronounced "crocodile") stems partly from its dramatic consequences on the human body: The drug ravages the flesh, exposing the bones, destroying internal organs and leaving users vulnerable to infection. Users quickly develop abscesses and gangrene, and often amputation is the only way to protect a patient’s life.

Curiosity also stems partly from the do-it-yourself nature of the drug’s preparation.
According to New York’s Office of Alcoholism and Substance Abuse Services, it can be made with ordinary ingredients, including paint thinner, codeine, iodine, hydrochloric acid, red phosphorus, gasoline and lighter fluid.

Krokodil is essentially a back-alley version of desomorphine, which was introduced in 1932 as a less addictive version of morphine.

But according to a study in the Journal of Addictive Diseases, desomorphine turned out more addictive and up to 10 times stronger than the drug it was meant to replace, so it was mostly discontinued. Switzerland produced the drug until the 1950s, and today, desomorphine is banned in Austria and Germany.

The U.S. Drug Enforcement Administration has been tracking use of krokodil abroad for at least two years, where the drug has surged in popularity, especially in Russia. Up to 1 million people in Russia are estimated to use krokodil, according to New Yorks Office of Alcoholism and Substance Abuse Services.

But has it reached the United States?

Absent any definitive proof that krokodil abuse has occurred, the DEA has -- so far -- labeled the Arizona cases anecdotal. Other reports of krokodil in the last two years in Alabama and Arkansas were never confirmed, agency spokesman Rusty Payne said.

“When I hear about  about these things like krokodil, I’m skeptical,” Payne said. “I’m not believing it until I get a lab report.”

There’s still no evidence that it has entered the illicit drug market in the U.S., Payne said.

But toxicologists at the Arizona poison control center said they remain worried about krokodil usage, explaining that emerging drug habits are typically first seen by area physicians.
