Salvadoran immigrants fleeing that nation’s civil war started MS-13 some years ago in Los Angeles.
Since then, the group has grown to about 10,000 members —most of them Central and South American immigrants —operating in largely independent chapters across 42 states, according to the FBI. Authorities allege MS-13 members engage in various criminal activities, including drug trafficking, murder, rape, robbery

and other crimes.

And MS-13 extends well beyond the United States, which is why many efforts to combat it have spanned borders.

In 2005, for instance, a two-day operation involving more than 6,400 government agents in the United States, El Salvador, Honduras, Guatemala and Mexico led to 660 arrests. Some 237 of those arrests were in El Salvador, with 73 in the United States.

And last October, President Barack Obama’s administration named the organization a transnational criminal enterprise, with the goal of freezing millions of dollars in profits from drug and sex trafficking operations.

CHICAGO (Reuters) - Nine members of a Chicago street gang called the "Hobos" face federal racketeering conspiracy charges stemming from drug sales, robberies and five murders, officials said on Thursday in announcing indictments after a six-year investigation.

The "Hobos" gang is from Chicagos South Side, which has been struggling with a spate of drug-related crimes and killings that have put pressure on Mayor Rahm Emanuel to crack down on the citys criminal gangs.

Gary Shapiro, U.S. Attorney for the Northern District of Illinois, told a news conference the Hobos used widespread violence to protect their drug business.

"This was an all-purpose gang," Shapiro said. "No community should have to live under this kind of siege."

The investigation into the gang began in 2007 and included agents from the Federal Bureau of Investigation and the Internal Revenue Service.

The conspiracy charges announced on Thursday accused four defendants of shooting to death five people from 2006 to 2009, including a person assisting the police investigation.

Defendants convicted of murder in aid of racketeering face a mandatory life sentence and potentially the death penalty. The other defendants face up to 20 years in prison if convicted.

Arraignments for all nine defendants will be held later.

Chicago is grappling with several high-profile shooting incidents this year, many on the South Side of the city involving gangs. Chicago had more than 500 murders last year, outpacing New York, which has three times the population of Chicago and reported 419 murders in 2012.

"By working together and bringing the resources of the federal government to bear on violent criminal networks, we can keep gangs, guns and drugs off of our streets," Mayor Emanuel said in a statement on the charges.

The announcement of charges came one week after 13 people were wounded in a gang-related shooting at a late night basketball game in a South Side park including a 3-year-old boy.

Four men have been charged with attempted murder for the shooting. Police said evidence indicated that an assault rifle with a high-capacity magazine was used in the attack.

One Chicago murder this year which caught national attention was of Hadiya Pendleton, 15, an honor student killed at a park just days after she performed at a January inauguration event in Washington for U.S. President Barack Obama.

Crime is one of several issues confronting Emanuel. Chicago faces large and growing pension liabilities and Emanuels former senior finance official was recently indicted in Ohio, sparking an investigation of the officials dealings in Chicago.

Spanish language versions of easy to understand resources on drug abuse and addiction are now also available. The updates, announced today by the National Institute on Drug Abuse (NIDA), part of the National Institutes of Health, are being launched as part of National Substance Abuse Prevention Month  events in October.

For teens, their parents and teachers, NIDA has upgraded its popular teen website to a “responsive design” model that automatically adjusts to fit the viewer’s screen for better viewing through smartphones and tablets.

The new design is also more engaging, with larger, more vibrant buttons that link directly to resources that provide answers to questions and concerns related to drug abuse in adolescents. The teen site continues to house free, interactive resources such as its teen blog and PEERx, an online educational initiative to discourage abuse of prescription drugs among teens.

In addition to the redesigned teen site, NIDA’s improved Parents and Educators page makes it easier for caregivers and teachers to find free, scientifically based prevention and education resources. Examples include Family Checkup — a tool for talking with children about drugs — as well as the latest science-based information on the health effects and consequences of drug abuse. Teachers can also find free resources for elementary, middle and high school students, including examples of classroom-based science experiments from the NIH Lab Challenge.

To reach adults with limited literacy skills, NIDA’s Easy-to-Read website now includes Spanish-language versions of its Drug Facts pages; its What is Addiction? section; as well as two easy to understand videos explaining the science behind drug addiction.

In October, parents, youth, schools, businesses and community leaders across the country join together in recognizing the role that substance abuse prevention plays in promoting safe and healthy communities. National Substance Abuse Prevention Month, which began in 2011, is organized by the White House’s Office of National Drug Control Policy (ONDCP).

“By using improved Web and handheld device strategies to distribute research findings, we can reach a broader audience,” said NIDA Director Dr. Nora D. A highly addictive drug whose name derives from the green, scaly sores that develop on users’ rotting flesh was reported to have found a toehold in the United States this week.

In Phoenix, physicians told toxicologists at the Banner Good Samaritan Poison Control Center that they spotted symptoms consistent with krokodil, an intravenous drug that is prevalent in Russia and Eastern European countries, according to a statement released to the Los Angeles Times.

Although toxicology reports have yet to confirm the presence of krokodil, reports in the media sounded the alarm, prompting fascination and speculation.

"The Most Horrifying Drug in the World Comes to the US," said Time magazine. Mother Jones minced no words: "Zombie Apocalypse Drug Reaches US: This Is Not a Joke."

The appeal of news about krokodil (pronounced "crocodile") stems partly from its dramatic consequences on the human body: The drug ravages the flesh, exposing the bones, destroying internal organs and leaving users vulnerable to infection. Users quickly develop abscesses and gangrene, and often amputation is the only way to protect a patient’s life.

Curiosity also stems partly from the do-it-yourself nature of the drug’s preparation.
According to New York’s Office of Alcoholism and Substance Abuse Services, it can be made with ordinary ingredients, including paint thinner, codeine, iodine, hydrochloric acid, red phosphorus, gasoline and lighter fluid.

Krokodil is essentially a back-alley version of desomorphine, which was introduced in 1932 as a less addictive version of morphine.

But according to a study in the Journal of Addictive Diseases, desomorphine turned out more addictive and up to 10 times stronger than the drug it was meant to replace, so it was mostly discontinued. Switzerland produced the drug until the 1950s, and today, desomorphine is banned in Austria and Germany.

The U.S. Drug Enforcement Administration has been tracking use of krokodil abroad for at least two years, where the drug has surged in popularity, especially in Russia. Up to 1 million people in Russia are estimated to use krokodil, according to New Yorks Office of Alcoholism and Substance Abuse Services.

But has it reached the United States?

Absent any definitive proof that krokodil abuse has occurred, the DEA has -- so far -- labeled the Arizona cases anecdotal. Other reports of krokodil in the last two years in Alabama and Arkansas were never confirmed, agency spokesman Rusty Payne said.

“When I hear about  about these things like krokodil, I’m skeptical,” Payne said. “I’m not believing it until I get a lab report.”

There’s still no evidence that it has entered the illicit drug market in the U.S., Payne said.

But toxicologists at the Arizona poison control center said they remain worried about krokodil usage, explaining that emerging drug habits are typically first seen by area physicians.

"Activities online are sparking violence offline," said David Pyrooz, the co-author of a study of Internet gang activity published earlier this year. "Thats when it gets real serious."

Some gang members are using online tools to plan crimes, recruit members or challenge and threaten rivals, said Bruce Ferrell, the president of the Nebraska-based Midwest Gang Investigators Association. Many of those kinds of back-and-forth

"dissing" between rival gang members come in the form of rap lyrics that are recorded and posted online, he said.

One such online rap war had a deadly effect in Chicago last fall after someone shot and killed gang-affiliated rapper Joseph Coleman. That prompted several retaliatory killings, police in the city said.

Much of the threatening and harassing words that gang members spew toward one another online may seem trivial, but it can "spark an all-out gang war," said Pyrooz, an assistant professor at Sam Houston State University in Texas.

"What the Internet does is what word of mouth used to do," he said. "It provides them with a wide platform to promote their reputations."

And it is happening in Kansas City, where law enforcement officials have estimated that 2,500 to 3,500 people have been involved in gang activity in recent years.

"They are real savvy with social media," said Ron Hunt, a Kansas City community activist who works with young people seeking to get out of the gang lifestyle.

The study of online gang activity was conducted in five large cities, including St. Louis but not Kansas City. Researchers interviewed nearly 600 people, about two-thirds whom were active or former gang members, Pyrooz said.

Gang members use social media at about an 80 percent rate, which is consistent with the general population, he said.

But gang members engage in "criminal and deviate" behavior online at a higher rate than other people, the study found. Besides the threatening and harassing behavior, the gang members are more likely to do such things as illegally download files, arrange drug sales, sell stolen goods or post and watch videos of street fights.

Nearly 20 percent of the participants in the study said their gangs had their own

websites or social media pages. About one-third of those said the pages were password-protected.

One thing that struck Pyrooz was how technically savvy young gang members were. The "digital divide" that once separated residents of large urban areas from those in more affluent communities has disappeared as a result of handheld technology, he said.

On the streets, gang members go online to monitor the movements of police officers and warn one another or give an "all clear" when officers depart, said Ferrell of the gang investigators association.

Ferrell said one social media phenomenon occurring on the West Coast is "flocking." It is a type of flash mob in which gang members text one another to show up all at once at a specific place to commit a crime. It can involve breaking into a home or stealing from a business.

Officer Steve Edwards of the Overland Park Police Department said gang members have a propensity to post pictures of themselves and their friends online. Sometimes they are pictured holding guns, money or drugs.

"That can help us locate where they are and who they are hanging out with," he said.

With the wide use of social media today, it is imperative that police agencies learn how to employ it effectively, said Lauri Stevens of LAwS Communications, which trains law enforcement officers to effectively use social media.

Beyond using social media to track gang members and their criminal activity, police also must learn how to gather evidence so it can be used to successfully prosecute the criminals, she said.

Stevens said there has been very little legal precedent in that area, particularly when it comes to cell phones and other hand-held devices.

State courts have split on whether police can obtain evidence from cellphones without search warrants.

Lawyers for a California man who was linked to a gang-related shooting by photos police obtained from his cellphone have petitioned the U.S. Supreme Court for a hearing on the issue.
