In a federal courtroom Tuesday, the former prostitute, now 21, barely glanced at the pimp she knew as Casino, describing for jurors how he kept her in line by preaching loyalty, coaxing her ego and preying on her vulnerabilities.

"He made me feel good," the woman, whose first name is Kaitlin, testified in a soft but confident voice. "It made me feel like I was important. That somebody needed me."

Sitting a few feet away in a gray sweater and black eyeglasses, McKenzie "Casino" Carson frowned as he scribbled notes on a yellow legal pad.

Kaitlin, whom the Tribune is not identifying because she was underage at the time, was the first of Carsons four alleged victims who will testify at his trial on four counts of sex trafficking. Prosecutors painted Carson as a "master manipulator" who used everything from sweet talk to threats and beatings to coerce runaways and drug addicts into lives of prostitution.

Once he had the women under his thumb, Carson essentially ran their lives, posting sex ads on the Internet and keeping them in dingy suburban motels, prosecutors said. Carson then kept all or a portion of the proceeds for himself.

When the women got out of line, Carson would whip them with a belt and rape them while the others were forced to watch, prosecutors said. Jurors are expected to view explicit photos of the abuse seized from Carsons phone and computer as well as detailed diary entries the victims were forced to make listing the men they had sex with and how much they were paid.

In her opening statement Monday, Carsons attorney, Ellen Domph, urged jurors to put aside any disgust they might feel over the graphic evidence and focus on whether the prosecution proves guilt beyond a reasonable doubt. She said the alleged victims — most of whom are drug addicts with criminal records of their own — were "smart and wily and know how to get what they want."

"They lie about everything," Domph said. "The evidence will show some of them made their living by lying."

In her testimony, Kaitlin said she was introduced to Carson in a Joliet motel in late 2009 by a mutual friend who said Carson was looking for women who wanted to make some extra money modeling. Twisting in the witness chair with bright pink hair, Kaitlin broke down as she testified how Carson brought her into a bathroom and told her she had to show him what she could do, then forced her to engage in sex.

Over the next several months, Kaitlin worked under the name "Amber" on and off for Carson, who moved operations from motel to motel to keep a step ahead of police.

Kaitlin said Carson knew she was underage, even asking her to produce her ID to prove it.

"He said it was all right, wed just have to keep it under the radar until I turned 18," she said.

Carson is the latest in a string of alleged street pimps to be charged in federal court. Several have been sentenced to lengthy prison terms.

Children are suffering "sadistic levels" of sexual abuse by gangs, but services designed to protect them are still woefully inadequate, a new study has found.

The research for the Childrens Commissioner said victims of gang sexual abuse could be as young as 11 years old and the offenders as young as 12 years old.

The children also have younger siblings who are on the fringes of being at risk.

Deputy Childrens Commissioner, Sue Berelowitz, told Sky News: "I have worked with many children who have been victims of sexual violence, but I have never before encountered the levels of sadism and cruelty that I have during this inquiry.

"The sheer degree of depravity that has been enacted on children, sometimes by other children, has been truly shocking."

The report also found that only 6% of Local Safeguarding Children Boards (LSCBs) are fully complying with key parts of Government guidance on tackling sexual exploitation.

"Whilst 98% of LSCBs told the inquiry that Child Sexual Exploitation (CSE) is a strategic priority, almost half were unable to tell us how many victims had been identified during 2012 in their local area," it said.

"During site visits we also continued to hear references to children putting themselves at risk, rather than the perpetrators being the risk to children."

The report went on: "Too many people who should be protecting children are in denial about the realities of CSE and therefore do not believe what children may tell them. One young person told us They made me feel like it was my fault."

In a long list of failings, the report says agencies are "failing to engage" with children, that there is a "lack of leadership" and "limited or no strategic planning".

It also emerged that one chair of a Childrens Safeguarding Board did not even know there was a set of Government guidelines on the issue.

Ms Berelowitz, told Sky News the panel had been shocked by the lack of action being taken.

"There is no doubt that children are still falling through the net because of some serious failings," she said.

"It was of great concern to us to identify that of the top 15 requirements that Local Safeguarding Board must comply with to protect children, only 6% are doing what they should be doing.

"So the vast majority of them have a long way to go before they are doing what they should be doing in law to protect children."

A two-year study by the University of Bedfordshire, which was released alongside the report, said that rape was used by gang members as "a form of weaponry".

Report author Jenny Pearce told Sky News: "Thirty four per cent said multiple rape was commonplace among gangs.

"Initiation to a gang might be through raping a girl. A young man might have his girlfriend raped as a form of punishment. Someone might be raped for failing to perform a task."

She added: "Only one in 12 said they would report a rape, and of those most would only tell peers.

"They wont go to the police. Thats something we need to address."

The report authors spoke to 188 young people living in gang-affected areas and found that gang sexual violence was not confined to inner cities, or even deprived areas, but was a countrywide problem.

To coincide with these two reports, London Metropolitan University has studied young peoples attitudes to rape and sexual consent.

Young people were given rape scenarios and asked whether they felt consent had been given.

Dr Maddy Coy, who conducted the study, said: "There is a sense that young womens actions are always under scrutiny.

"If they have accepted a drink, or worn a top that flatters their breasts, that is seen as an invitation to have sex and they are blamed for what happens next.

"The focus is always on those giving consent, but not enough focus on getting consent. Young people are not aware of what getting consent looks like."

Dr Coy added that only a "minority of young people we spoke to felt that consent should be negotiated".

The Childrens Commission is now calling for the Department of Education to review the guidance on child sexual exploitation and to ensure that local services are complying with what has already been set out.

It suggests problem-profiling of potential victims, offenders and gangs needs to take place - along with a greater emphasis on relationship and sex education by trained professionals for children and young people.

BALTIMORE — Baltimore Police Commissioner Anthony W. Batts wants to stop sending officers out on low-priority 911 calls, expand foot patrols and create a unit focused on investigating incidents in which police use force.

He proposes assigning homicide detectives to city neighborhoods, beefing up investigative units and sending elite plainclothes officers to more police districts. He wants to install tiny cameras on officers uniforms and put computer tablets in their hands.

A year on the job, Batts on Thursday unveiled an overarching crime-fighting plan he said would bring "much-needed" and "long-sought-after reform" in a department he said has relied too heavily on outdated procedures and technology.

In a nearly 200-page report, compiled with outside consultants at a cost of $285,000, Batts calls for changes in nearly every area of the city department.

"This is our corporate business plan," he said. "Reform and change comes slowly, but it will come."

More than 70 local leaders — city officials, police commanders, academics and neighborhood activists — joined Batts and Mayor Stephanie Rawlings-Blake at City Hall as they announced the new strategy.

"We understand that crime is not static — what worked in previous years may not work now or in the future," Rawlings-Blake said."The report speaks some honest and hard truths about where we have to make improvements while acknowledging that many of our current efforts are taking us in the right direction."

The report mentions, but doesnt offer proposals to address, long-standing issues such as the departments district boundaries, which have remained the same for more than three decades while the citys population shifted dramatically.

And while a police survey reports that just 9 percent of officers describe morale as "good," the plan says little about how to improve the departments working conditions.

Noticeably absent from the unveiling was Robert F. Cherry, president of the citys Fraternal Order of Police. The union last year put out its own blueprint for the department, with proposals to improve recruiting and retention, redraw police boundaries and bolster community policing.

Reached after the City Hall event, Cherry was terse.

"Were going to read the entire report," he said. "In those instances where we agree or disagree, well bring it to the attention of the police commissioner and mayor."

Some questioned whether such sweeping changes were realistic for a department struggling with budget and attrition problems, and which was criticized this week by the American Civil Liberties Union for failing to keep adequate records or maintain oversight of police stops and individual searches.

Batts is calling for 46 new general orders — the regulations by which officers operate — and 21 new forms, even as the department struggles to adhere to guidelines already in place. For years, a review found, police stopped conducting training reviews of police-involved shootings.

Most of the recommendations were classified as "budget neutral," but many could increase costs. Batts proposes hiring more consultants, buying new technology, increasing staff in key areas and transforming the citys Watch Center for surveillance operations into a "bona fide, departmental intelligence fusion center."

"I dont think were biting off more than we can chew," Batts said. "Were going to win the confidence back from all angles of this community."

City Councilman Brandon Scott, the vice chair of the public safety committee, said the report largely summarized many of the agencys continuing efforts.

"Even though I dont think we needed to spend $250,000 for this document, its evident that all of us agree that these are the things we need to be doing," Scott said. "The devil is in the details of how we come together to make it happen."

City Councilman Robert Curran has been pushing for years to have district boundaries redrawn to gain more resources in the Northeastern District he represents.

The plan refers to the possibility of dividing the 17-square-mile district in half and running a pilot program in which officers wouldnt be tethered to specific police posts. But Curran didnt see changes outlined that will add officers.

"Im hoping it means in the next six to eight months that they will come up with a plan to get more officers here," he said.
Batts said it could take another year.

Doug Ward, the director of the Division of Public Safety Leadership at the Johns Hopkins School of Education, said plans as broad as Batts can be difficult to implement but are necessary.

"The changing of an organization and its culture takes years. But you have to start somewhere," he said. "If you do it right, it has more of a chance of working than doing nothing or just putting out fires."

Ward said Batts is a "guy who gets it."

"If anybody can pull it off, he can," he said.

William Bratton, who has headed the police departments of New York, Los Angeles and Boston, was one of the architects of the plan. He said Batts directed the consultants to come up with "measurable goals that he, himself, could be held accountable for."

Bratton said he believed the plan would help drive down homicides and crime in Baltimore.

"Crime — the good news about it is — its suppressible," he said. "Even if you press it down low, theres always the opportunity for it to spike up. Thats why you design the systems that can quickly identify that spike and have the solutions to that spike. 

Commissioner Batts now has the game plan ... to address those spikes."

Since taking over in late September 2012, Batts has revamped the way detectives present photo lineups to witnesses in conjunction with the Innocence Project, a group that works to free defendants who have been wrongly convicted. The report signals more well-known figures in crime-fighting will be coming to help.

Batts says the department plans to adopt the Operation Ceasefire program, in which a citys most violent offenders are ordered to attend meetings at which theyre told law enforcement will bring pressure until shootings stop.

That would be a reunion of city police with Ceasefire founder David Kennedy, who said his previous efforts in the 1990s here failed because of transitions in political and police leadership.

This time around, he said, he has unwavering support from Batts and city officials.

"Theres clearly a very, very strong and committed desire on part of the city to make this work," Kennedy said.

George Kelling, one of the authors of the "Broken Windows" theory — often cited as driving down crime in New York City in the 1990s -- is also on tap to help Batts with a campaign to "take back public spaces."

The approach involves focusing on minor offenses such as littering that Batts said would help the city drive down crime around areas like the Pimlico Race Course and Lexington Market.

Batts said some of the changes could take months or years to implement. Others have already been adopted. Still more could require changes to the Law Enforcement Officers Bill of Rights, a state law for police that is one of the most favorable to officers in the country.

A new unit that uses "light duty" officers, including those rehabilitating from injuries, has already begun responding to emergency callers who arent facing immediate danger by taking police reports over the phone. The setup is intended to keep more patrol officers on the street.

Resources could be a challenge. The report recommended pulling the authority to investigate police-involved shootings from homicide detectives and placing it with a team specifically tasked with probing police use of force. It calls for boosting foot patrols and creating "Emergency Action Teams," bolstering training efforts and increasing the number of officers focused on gangs.

Other recommendations include adding detectives to the Special Enforcement Section. Known previously as the Violent Crimes Impact Section, the plainclothes unit developed a reputation for aggressive policing and corruption and was stripped down.

The report calls for increasing — or perhaps replenishing — its ranks, and expanding it from parts four police districts to cover the entire city.

Police also plan to assign homicide detectives to geographic regions so they can share in gathering and sharing intelligence on suspects with other detectives and units.

Deputy Police Commissioner John Skinner said the proposal, which has been tried before, will be treated as a pilot program before any permanent changes affect the Homicide Unit. Homicide detectives historically have conducted their investigations autonomously.

Sergeants could soon take over internal investigations from rank-and-file detectives to reduce conflicts of interests between officers investigating their own colleagues — a proposal Deputy Commissioner Jerry Rodriguez said will also help increase morale within the department.

Batts said he hoped to improve morale with pay increases and what he said would be a fairer system of promotions, based on performance and not political "cliques."

Highlights of police strategic plan:
— Start a "Ceasefire" initiative to pressure known gang members and offenders
— Assign teams of plainclothes drug and gun "vice" cops to each district
— Establish gang intelligence officers in each district
— Increase foot patrols
— Provide each officer a computer tablet and consider installing cameras on uniforms
— Create an investigative team to review police-involved shootings and other use-of-force incidents

WASHINGTON—Sex trafficking of minors in their community is much more prevalent than the

American public is generally aware of. Regardless of race, ethnicity, or social class, a girl can be lured into a life of servitude. When caught by law enforcement, it’s more likely she will be misidentified as a runaway or homeless or a prostitute than as a victim of sex-trafficking that she truly is. Boys, too, are subjected to sexual exploitation. 

These are some of the disturbing conclusions of the House Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies (CJS) hearing on Feb. 26, titled, “The State of Efforts to Stop Human Trafficking.”

“When most Americans hear the term ‘child trafficking,’ they think that it only happens somewhere else, such as Southeast Asia or Central America. Even if they acknowledge that trafficking happens in the United States, they assume the victims are foreign children brought into this country in order to be sold for sex in large cities,” testified John Ryan, CEO of the National Center for Missing and Exploited Children (NCMEC).

“In fact, we have learned that most of the victims of child sex trafficking in our country are American kids—most of whom initially leave home voluntarily as runaways and who end up being trafficked on Main Street, USA,” said Ryan.

Human trafficking investigator William Woolf of the Fairfax County Police Department testified, “Every community and every home in America is at a risk to falling victim to human trafficking; the most vulnerable group being children.” 

“The [NCMEC] estimates that at least 100,000 American children are the victims of sex trafficking each year,” according to the Office of Juvenile Justice and Delinquency Prevention, a federal agency within the Department of Justice.

The Trafficking Victims Protection Act regards sex trafficking of children differently from adults, who must be coerced or deceived in order to be regarded as victims, according to Shared Hope International, whose stated mission is the eradication of sex trafficking worldwide. The child is a victim by the mere fact of engaging in commercial sex, regardless of her willingness or desire to participate.

Detective Woolf said that it is important to understand the form that human trafficking takes in the United States to be able to safeguard our children.

“The white work van abducting our children from street corners and forcing them into a life of prostitution is very rare,” said Woolf. “Rather, it is the smooth words and empty promises that trap and manipulate children.”

Woolf said that one in seven runaways reported to the NCMEC in 2013 were likely sex trafficking victims, and that the number has been increasing dramatically in recent years. Among those who were reported missing and likely child sex trafficking victims, 67 percent were in foster care or the care of social services, according to Woolf.

“Because we know children in the foster care system are being targeted by traffickers, NCMEC has streamlined our resources to provide more specialized services to social services and law enforcement with these cases,” Woolf said.

For 30 years, the NCMEC has served both as a national clearinghouse on missing and exploited children and a national resource center. Funding comes from Congress and from the private sector. The NCMEC, in partnership with the FBI and other federal agencies, operates the CyberTipline, where people can report leads and tips regarding child sexual exploitation on the Internet. In the 15 years that te CyberTipline has existed, more than 2.3 million reports have been processed.

Predators Use Psychology

Traffickers are now “routinely exploiting social media to find their victims,” according to Woolf. As young people nowadays are eager to share their inner lives on social media, traffickers look for opportunities to exploit vulnerabilities and offer false understanding and false love.

Woolf mentioned members of the underground Crips gang who “exploited hundreds of girls” in northern Virginia in their communities for more than six years. They recruited troubled young girls from Facebook and from public locations like bus stops, metro stations, and malls. At first, they offered sympathy and compassion. Once they had them in their power, the girls were trapped with narcotics and controlled through physical and sexual assaults. 

“Most criminal gangs are getting into the business of sex trafficking,” said Woolf. He cited an FBI report that in over 35 states, gangs are involved in trafficking. It’s a “low risk, high yield” enterprise that enables the gangs to fund their operations. There is “a lot less risk than narcotics trafficking with the similar yield,” he said.

Cindy McCain, co-chair of Arizona Gov. Brewer’s Task Force on Human Trafficking, said that according to the NCMEC, a pimp can make $150,000–$200,000 per child each year and the average pimp has 4–6 girls.

Misidentification

Stephanie Vu testified that at the tender age of 12, she became a victim of sex trafficking. She was lonely and met an older boy who bought her things and took her to clubs. After a few months, he demanded something in return. He demanded that she dance at a strip club, because he needed money. She began skipping school and dancing in strip clubs. She described how she was forced into prostitution and lost control of her life.

The police picked her up and realized that she was a reported missing child. She was returned home, but only to return to her trafficker. After Vu suffered much physical abuse, a probation officer sensed that she was a victim and got help for her. Two organizations enabled her to recover a normal life: Shared Hope International and Youth for Tomorrow. When Vu was 15, she was sent 3,000 miles from her home because there was no recovering institution closer.

“Appropriate protective shelter and services are critical for the protection and restoration of child sex trafficking victims, but they do not exist in most of the country,” Vu said. 

Stephanie’s case is not unusual. She said that she was one of the lucky ones. Other child sex trafficking victims are frequently misidentified as troubled youth: delinquents and runaways.

Vu said that misidentification is the main reason that trafficking victims are held as criminals and do not get access to services they need. “I was misidentified many times until, finally, a probation officer who knew about sex trafficking spotted the signs in me and got me the help I needed,” she said.

The 2014 omnibus spending bill signed into law last month included nearly $14.25 million for grants to help victims of trafficking and $67 million for missing and exploited children programs, according to Rep. Frank Wolf (R-Va.), chairman of the subcommittee. 

In her written testimony, Vu wrote of the customers who bought sex acts from her that they had “disregard for my young age.” McCain said that these customers should be called what they really are—“child abusers.”

Solicitation

“The average age of induction into commercial sex in the United States is 13 years old,” said Woolf. He inferred from that young age that pimps are targeting younger victims compared to the past. They will find customers using the Internet; the most used website is Backpage.com.

This particular website was mentioned numerous times at the hearing and it especially rankles Woolf, who said, “Just last week, a jury convicted an Indiana man for human trafficking. The man forced four women—including a 16-year-old girl—into prostitution.” Wolf next cited the Justice Department’s press release that the man posted photographs of the females on Backpage.com.

Departing from his prepared remarks, Woolf said, “Backpage.com turns up again and again.” The congressman, whose grandchildren include six girls, said rhetorically, “How do the people who own Backpage.com live with themselves?”

Woolf stated in his written testimony that Backpage.com maintains a legitimate and legal function as a location to post online classifieds. At the hearing he said, “Backpage is openly—and in some sense legally—advertising commercial sex. It gives traffickers the opportunity to advertise these services to the general public and advertise essentially our children online.”

Wolf said that he has personally written Attorney General Eric Holder in the last two years to prosecute Backpage.com and similar websites, but the attorney general, Wolf said, has been unresponsive.

An example is the change in my living situation and having a cellmate. My roommate works maintenance for most of the day. When she comes back, I go out for a few minutes in the 109 degree heat for her to do whatever she needs to do.

They cautioned that use of the drug -- which has stimulant and hallucinogenic properties -- in concert with alcohol can enhance its effects "and may increase risk of abuse."

A small study on heavy MDMA use has shown that use of roughly 40 pills a year was associated with hippocampal shrinkage, which may have adverse outcomes on memory.

MDMA has also been associated with elevated body temperatures, high blood pressure, heart failure, kidney failure, anxiety, and confusion. Heart rate and blood pressure effects are likely due to the drug triggering the release of norepinephrine.

"Ecstasy is a street drug that can include other substances that can render it even more potentially harmful," noted Peter Delany, PhD, Director of SAMHSAs Center for Behavioral Health Statistics and Quality, in a statement.

Data from the National Institute on Drug Abuse (NIDA) has found ecstasy cut with methamphetamine, caffeine, dextromethorphan, ephedrine, and cocaine, which users may not be aware of at the time of use and may be consumed with other substances, such as alcohol.

Fatalities related to MDMA use made headlines in late August 2013, when two young adult attendees of the electronic music festival Electric Zoo in New York City, N.Y., died, one of whom suffered a massive seizure after ingesting a reported "six hits of Molly," according to the New York Post.


However, hundreds of thousands of people use the drug -- the NIDA data suggests around 450,000 U.S. citizens were current users of the drug in a 2004 survey -- but deaths directly related to use are uncommon. A BBC report on drug use found roughly 500,000 English citizens use MDMA annually, but use was associated with 27 deaths.
